't help if you caricature. the fiscal cliff a deal/deal and joe biden. we got less than we wanted. i would have liked to have based taxes on people making $300,000 a year. but we had 85 republicans for that. on the hurricane, that was a very bipartisan deal in the senate and the notion that we were going to peel off a few, that shouldn't be partisan at all. after spending, i agree. here's the problem. the biggest increase in spending in the last, in this century has been a military spending. unpaid for in iraq, an unnecessary war. afghanistan, military spending else where. i very much want to cut spending but people who want to exempt the military from spending cuts. >> you have to have the last word on that. >> every penny to the pentagon and every penny the government spends, we still borrow $300 billion a year and his party has to come to grips with that. >> gentlemen, as you step aside, we might see you temporarily in the united states senate and see how that plays out in massachusetts. hopefully, hopefully in the spirit -- >> senator frank, that would be kind of interesting for a few

:55 this morning. >> in a little over an hour from now, vice president joe biden will take his oath of office. we'll, of course, take you there live. all day long cnn will bring you the ceremonies, the concerts, the celebrations and, of course, break down the political and historical context of this very special day. but, first, this morning we want to bring you up to speed on this hostage situation in algeria. this morning, the crisis at a natural gas plant is aapparently over and state department says at least one american man is dead, but we still have so many questions about this, including exactly how many people are still missing. let us tell you what we do know right now. the algerian ministry said it launched a second assault yesterday that ended the three-day standoff. the interior ministry says almost 700 algerian hostages have been freed, along with 107 foreigners. but at least 23 hostages are dead, including one americancit. so are dozens of islamist militants. joining us now barbara starr. barbara, good morning to you. i know you have been following this and working this story. first

that the deal got done by the way, was that the president basically bowed out and joe biden bowed in. should we look for mr. biden once again to play the role of the ultimate negotiator mediator here. >> yes, i think we will. see joe biden involved in that. but the real hammer the president had in those discussions was not joe biden. it was the fact, tyler, that the tax increases were scheduled to expire on december 31st. we were looking a the a very large tax increase. the president accepted less than half of the revenue goals that he had been seeking as a resolution of that problem. so what is his leverage going to be here? he's trying to say, you make into leverage the fact that the accusing house republicans of taking the economy, hurting medicare and social secure fit they don't raise the debt limit. but the way out for these two sides is not immediately obvious right now. >> john harwood, thank you very much. >> as you know, whenever you talk money in washington, taxes comes part of the equation. the t word has become very real and very ugly from coast to coast after millions of americans

was very, very pleased with what i heard from the president and the work that the commission that joe biden heads. there are many steps in the right direction. starting with the executive orders. but the real the crux of the matter is the universal background checks. this is so common sense. it doesn't make any sense that anybody would be opposed to it. as you mentioned in the intro i just got back yesterday from spending time with newtown families. we were very privileged to be invited, roxanne who lost her daughter the same time i was shot and gabriel giffords was shot, to see her speak to families who are just starting this horrible road of grief that no parent should have to go through. it puts a human face on these statisticses that we keep throwing out. >> john: indeed. and i think that that's what is guiding the president through this proposed legislation. but i want to get back to john with the politics. if the senate pass this is package, and then the house kills it, what do you think happens next? and can the democrats benefit long-term if the house republicans demolish this poten
